The Manager of Learning and Development Implementation and Program Administration implements the planning and tasks that enable the execution and delivery of the global learning and development programs. The scope of this role includes defining and managing the ongoing planning, implementation, and communication for critical global talent development programs and products. The work of this role requires a high level of interaction with peer-level stakeholders and well as Sr. Managers and Director-level stakeholders on contracting for program implementing requirements, execution timing, and resources needed. The purpose of this position is to enable the Global Talent COE to competently build organizational capability across the organization "at scale", providing the administrative capability necessary to provide leadership for company-wide, associate and organizational development programs and products.


Job Functions

  • Defines, implements, and continuously improves processes that support implementation of Global L&D products and programs and overall management of the team's learning plan.
  • Partners with global talent program or project managers to scope and manage implementation process activities needed for delivery of talent development programs including defining resource requirements, technology-related requirements, budgetary requirements and identifying and mitigating operational risks.
  • Coordinates the work of contracted contingent resources and other staff resources to ensure implementation standards, expectations, business objectives, schedules, budget & timelines that support program and product implementation are met.
  • Partners extensively with stakeholders at peer and senior levels in the regions, the functions & HR to ensure quality and consistency of Global L&D implementation policies & procedures for global programs.
  • Leverages technology to define and support efficient end-end processes for program and product implementation.


Minimum Qualifications

  • Bachelor’s degree in human resources or equivalent
  • 10+ years Human Resources experience in large corporate setting (1000+ employees)
  • 7+ years Learning & Development, organizational development or human resources experience
  • 3+ years of program management and coordination experience on global programs in a matrixed environment


Preferred Qualifications

  • Project Management Professional (PMP) certification
  • Lean/Six Sigma certification



  • Computer skills necessary for scheduling, completion of forms, word processing, data entry & ability to operator standard office equipment. Ability to navigate & utilize the Goodyear IT system
  • Solutions oriented with analytical skills necessary for complex problem solving
  • Knowledge of processes & process mapping as well as strong communication skills to facilitate interactions
  • Organizational skills to handle high volume of client requests
