About the Position
The Senior Engineer in the Environmental Department will ensure the facility is always in compliance with all Federal, State, and Local regulations. This role will share their expertise with the Environmental Team and the entire Beaumont Chemical site.
Maintain Plantwide Technical Support for the Air Program (NSR and Title V permits). This includes associated reporting, emissions calculations, etc.
Manage EPCRA Reporting – Section 312 Tier II Inventory and Section 313 Toxic Release Inventory.
Direct plant programs and projects in concert with corporate goals/requirements including auditing.
Lead Regulatory Agency audits and inquiries.
Manage Plantwide Environmental MOCs, projects, procedures, and recordkeeping.
Lead environmental permitting efforts such as Permit by Rule (PBR) submittals, permit amendments, permit alterations and permit renewals.
Maintain ISO 14001 certification by implementing improvements in facility management systems, internal environmental audits, corrective action plans and continual improvement activities.
Primary Responsibilities
- Prepare and submit various reports required under the CAA, CWA, SARA, and others. Perform emission calculations and maintain records in order to demonstrate compliance with site Operating Permits. Document spill and emission events, including estimates of quantities released. Coordinate/schedule environmental service vendors with operations personnel.
- Identify and apply applicable Federal, State, and Local regulations. Develop and implement systems and procedures to ensure compliance with all applicable regulations. Conduct compliance evaluations and implement necessary changes to ensure all findings are resolved.
- Keep up to date with regulatory changes. Establish and maintain systems to ensure they are incorporated into plant operations with SOPs, recommendations and/or equipment changes. Support the plant's ISO 14001 Environmental Management System.
- Identify permit requirements, calculate emissions, prepare applications, and submit to regulatory authorities for approval. Negotiate with regulators on permit terms and conditions.
- Review and approve facility, process, and material changes that have the potential for environmental impact and/or facility permit changes. Review daily monitoring system data to check for process irregularities, trends, or other indications of potential problems with plant operations, and for compliance with operating permits.
- Direct facility activities required to ensure all permit terms and conditions are being met. Ensure corrective and preventative actions are taken, including timely reporting to regulators, should deviations occur. Periodically review new or amended regulations for applicability. Explain the terms and conditions of environmental permits, and requirements of environmental rules and regulations to operations personnel so everyone understands the requirements. Perform periodic inspections/audits to evaluate compliance with those requirements.
Education and Requirements
- A Bachelor's Degree is required; a degree in Environmental Engineering or Chemical Engineering is preferred.
- At least 6 years of industry experience in a manufacturing environment is required.
- Staff position in a mid-size and/or moderately complex manufacturing environment with knowledge of environmental regulations and ISO 14001 environmental management systems.
- Approximately 5 years managing small to medium projects independently with emphasis in Air Program compliance.
- Track records of managing progressively large / more complex projects and keep a record of developing and implementing environmental programs.
- Familiarity with EPA’s Title V Operating Permit program, HON, MON, HWC MACT, CEMS, LDAR, MSS, SSMP.

- Capable of managing contractors and consultants and the costs associated with their activities.
- Solid experience creating and delivering cause and effect analysis. Knowledge of financials - cost and return on investments.
- Ability to effectively communicate by written, oral and presentations.
