Job Responsibilities:

  • Plan and control the agreed function structure and manpower requirements, headcount and budget, establish development measures, and appraise the performance of the team. Train and coach the direct reports and develop succession planning to improve the working efficiency, quality, and professional skills of the team members. Compile and review work records to determine department productivity, quality of output, and cost of service. Develop methods to continually improve results.
  • Coordinate the line management on their manpower requirements and recommend organization structure to management to rationalize the utilization of human assets and safeguard the agreed manpower planning. Supervise the job evaluation process and recommend benchmarking guidelines to ensure internal equity at the appropriate organizational levels.
  • Design, manage and review the recruitment and selection process, sourcing plans, and recommendations in total remuneration to fill vacancies according to defined manpower requirements, ensure attraction to desired applicants, external competitiveness, and maintain internal consistency in selection. Evaluate internal and/or external candidates of managerial levels to fill vacancies with the best possible talent. Manage and review employee orientation programs to minimize the familiarization time for the recruits. Design, manage, and review the separation process which helps to improve employee retention. Handle exit interviews if necessary.
  • Develop, review and recommend the total remuneration policies, strategies, and practices/services to reflect the evolving market practices and/or government benefit programs that could impact the company to maintain the company’s competitiveness and legal compliance.
  • Assess employee training needs to define and monitor the employee training and development programs by translating business strategies into program designs and recommend the approaches. Monitor, coordinate, and review the implementation of the company succession planning for management levels to continuously improve the profile of the company’s human assets.
  • Enhance and facilitate the (strategic) dialogue between operative, functional units and HR for HR topics via designing and driving programs such as employee opinion survey, communication meetings, employee social committee, in-house newsletter, to create a harmonious working environment that encourages communication and enhances trust-building between the employees and the management.
  • Evaluate and develop function annual budgets and administer funds according to budget approval

 

Job Requirements:

  • Bachelor's Degree in Human Resource Management or equivalent, preferred with MBA
  • At least 15 years of related working and senior management experience preferably in a Multi-National Organization (MNC) with strong intellectual property
  • Leading and coordinating the overall Human Resources responsibilities, this includes direct responsibility for Human Resources relationship management and local matrix supervisory responsibility for Compensation & Benefits & Talent Development
  • Good communication and presentation skills including strong collaboration and influencing skills to effectively deal with multiple global, regional, and market executive teams and employees at all levels
  • Must be a people developer, self-starter, independent person and has strong leadership and project management capabilities
  • Excellent knowledge of key HR processes and the ability to execute a variety of HR initiatives
  • Good English communication skills
