Primary Purpose of the position:

  • The China IT Manager is responsible for the overall management of Goodyear IT services, IT resources, and IT teams in China.  This includes responsibility for ensuring that IT is meeting the needs of the business in conformance to the Business and IT strategy
  • To ensure that IT acts as a strategic business partner and advisor to enable the China business to achieve strategic and operational goals that have been identified in the organization/cluster strategic and operational plans.  As a business partner the China IT Manager will have a seat at the table and take part in identifying these goals
  • A key responsibility for the China IT Manager is to continue the integration of China and Regional IT services, applications, infrastructure and teams the broader regional and global Goodyear function of IT
  • As a member of the AP IT Leadership Team, the China IT Manager is expected to provide strong leadership, exhibit cultural sensitivity and understanding, influence decision making, possess project management skills, have financial acumen, strict compliance to company policies and controls, and demonstrate a commitment to customer service

 

Responsibilities:

  • Management Team:  Participate as a member of the AP IT Leadership Team and with direct contribution to the Pulandian plant leadership.  Work with, and assist the AP IT Director (for Asia Pacific) with the delivery of IT services across China as necessary
  • Leadership and People Development:  Be a leader and developer of people.  Act as an advisor and mentor for the China IT team.  Strengthen and expand a culture of accountability, learning, and delivery.  Encourage learning, experimentation, and change to better serve the needs of the business and the evolution of the function of IT.  Take personal accountability and collaboration responsibility with others in developing their own qualities, skills and career development. Always act with integrity. Provide management oversight over the processes to ensure policy compliance, adequate level of internal controls, authorization approval levels and verification of access security
  • Delivery of IT Services:  Together with the China IT team ensure the delivery of all end-user systems, back-end support infrastructure, telecommunications, networks, applications, service desk, cyber security, and function of IT related activities.  Business engagement and technology advising are high quality, show critical thinking, and ensure adherence to business and IT strategic intent.  Demonstrate a willingness to be flexible and fit into a variety of roles to meet the requirements of the China business
  • Strategy and Planning:  Work closely with the China business, AP IT, and Global IT to understand the opportunities and challenges both in the business and function of IT.  Continued execution of the AP IT Strategy as a business enabler for the China business
  • Project Management:   Act as sponsor, stakeholder, and/or team member as required on business and technology projects whether local, regional, or global in nature.  Ensure adherence to Goodyear Project Management Methodology.  Act as project manager when required.  Can include initiating the project, enlisting/managing 3rd party vendors, stakeholder coordination, and conflict resolution
  • Financial Accountability:  Demonstrate financial acumen and fiscal prudence in the development and execution of the China IT annual budget and monthly forecast.  Exercise diligent evaluation and careful budgetary management, including budget preparation and ongoing reviews of all expenditures to ensure they are in line with forecast and expectations
  • Risk Management & Compliance:  Develop and communicate a clear understanding of any business and/or IT risk within China.  Create and execute mitigation plans in alignment with China and AP IT leadership.  Ensure IT SOX, Internal Audit, Cyber and ITGC standards are maintained and issues resolved timely.  Ensure ethics and compliance trainings are completed and appropriate behaviors demonstrated by the China IT team.  Ensure adherence to global IT infrastructure, application, vendor management, software licensing, cyber security, and related policies procedures

 

Requirements:

  • Bachelor degree in computer science, engineering, or business management/administration plus progressive management experience, extensive project management  experience and executive interaction is desired
  • 5-10 years of progressive leadership experience in IT general management including people, applications, infrastructure and projects.
  • Demonstrated people development capabilities including leadership, teams, organizational strategy and structure.
  • Extensive experience working in multi-cultural direct and virtual teams.
  • Excellent understanding of corporate IT infrastructure, architecture, networks, applications, service delivery,  and IT governance
  • Track record of solving complex business problems using a variety of technologies including standard and emerging
  • Progressive record of managing operating and project budgets
  • Business Analysis, Strategy and Reengineering
  • Ability to build and develop strong personal and business partnerships from executive level downward, including external vendors
  • Manage diversity of opinion, enabling the adoption of ideas where there are conflicting business interests and opinions
  • Ability to introduce, lead, and manage organizational and cultural change

  • High competency working with integrated regional and/or global teams to deliver applications, infrastructure, and project management services; includes making and influencing decisions across complex matrix organizations
