Position Description:

This entry level Health/Safety/Environmental Coordinator will provide substantial expertise, leadership, assistance and advise at every level of the organization throughout the Proving Grounds in the management of health, safety and environmental activities.  This includes facilitation, formulation and/or implementing policies, controls, procedures and methods for the entire facility.  This also includes compliance and advising management of pertinent health, safety and environmental issues. Achieve and maintain compliance with government, corporate, and Goodyear requirements through program development and implementation (Lockout/Tagout, Fall Protection, Job Safety Analysis, Heat Stress, Confined Space, Emergency Response, Contractor Safety, Electrical Safety, Arc Flash Safety, Industrial Hygiene). Maintain records and report of incidents, training and safety leading indicators and lagging indicators.

 

Principal Responsibilities:

  • Evaluate waste vendors through site audits.  Any vendor used to transport, recycle, or dispose of waste materials generated at the Proving Grounds.  Accurately evaluation and report ton all activities associated with Sarbanes-Oxley/FIN-47 reporting and financial requirements.
  • Ensure all required regulatory and Corporate reports are accurate and on time.  Submit permit application, renewals, and       periodic reports to appropriate regulatory agencies.  Submit required monthly, quarterly routine report to corporate and periodic special report as required.  Drive the effort to meet the AOP Environmental goals
  • Ensure compliance with government regulations.  Identifies and applies applicable federal, state and local regulations and recommended standards for the evaluation and control of environmental activities.  Ensures compliance with all applicable safety and environmental regulations through annual compliance assessments.
  • Meet all permit requirements.  Coordinate any facility activities required to ensure all permit terms and conditions are being met.  Ensure corrective and preventive actions are taken, including timely reporting to regulators, should deviations in term and conditions occur
  • Ensure continual compliance with government regulations.  Periodically review new or amended rules for applicability to the facility.  Drive the Proving Grounds Management of Change system to ensure any material, equipment or process changes are evaluated and appropriately addressed from a permitting standpoint.  Conduct an annual compliance assessment (for all media) for the facility evaluating all applicable environmental regulations.
  • Serve as a resource to the Proving Grounds, Leadership teams, on all regulations by keeping abreast of all applicable regulatory standards and develop training for all department.  As DOT Compliance officer, ensure all Goodyear DOT drivers meet all the requirements mandated by DOT and Goodyear.
  • Coordinate Safety program activities to include C.F.R. interpretations, Safety Procedures creation/revision, statistical analysis, Safety process auditing and guidance to achieve Proving Grounds safety goals.  Establish and maintain comprehensive industrial health and safety records to demonstrate improvements in safety performance.  Prepare and implement corrective actions to counter unsatisfactory trends.  Prepare safety and health awareness, education and training programs.  Ensure programs and systems implemented for Proving Grounds associates, contractors, temporary workers and new hires
  • Coordinate activities to include Hearing Conservation, Respiratory Protection, X-Ray, Sampling strategy/plans and overall associate health in relation to Proving Grounds process. Manage the Workman’s Compensation process and insure accurate and timely reporting of OSHA incidents and all associated documentation.
  • 9.Obtain, develop, conduct and coordinate staff, supervision and employee training programs.  This covers the technical areas well as the administrative areas. To develop, coordinate and implement a wide variety of training programs for all employees in all areas of subject material as well as many administrative and organizational development areas.  To be a resource to all employees and supervision to develop programs

 

Required Experience and Education:

  • Bachelor’s Degree
  • 1-3 years’ of relevant experience.
  • Master’s Degree in Environmental, Safety and Health or related field desired.
  • Broad knowledge of Code of Federal Regulations (CFR) in environmental and safety, environmental management systems with a track record of progressive improvement in developing and implementing environmental programs is desired.  Safety program and safety training development and implementation experience would be a plus. 
  • An aptitude for and interest in quantitative analysis, as well as ability to structure and simplify complex issues.  Knowledge and experience in incident investigation and the determination of root cause.

 

Personal Skills/Attributes/and Qualifications:

Working knowledge of OSHA standards and other government safety requirements.  Strong communication, problem solving and analytical skills.  Working knowledge of Microsoft Office and Lotus Notes.  Knowledge of Federal, State and local regulations and the determination of applicability.  Knowledge of TRI (NPRI or equivalent) calculations and report, hazardous waste management, air/water/waste permitting, and pollution prevention.  Knowledge of safety training, hazmat and fire training and location safety policy.  Leadership skills.  Maintain high ethical standards, genuinely concerned about the health, safety and environment.
